Case Administration and System Enquiry

In the spring of 2002 the Illinois Healthcare and Family Services Agency formerly the Department of Public Aid, awarded MSF&W a multi-year contract to develop a Case Administration and System Enquiry (CASE) application for investigative tasks and initiatives throughout the Office of the Inspector General (OIG). CASE is a web-based case management system that includes workflow and document management. The new system replaced 26 disparate systems used by the OIG to track cases that were under investigation or review. The CASE system employs a DB2 database installed on an IBM AIX platform. Other technologies include: WebSphere Application Server 5.1, Websphere Studio Application Developer 5.1, HTML 4.0, Java, JSP, and Crystal Reports 9.0.
This system design and implementation initiative spanned 3 years and required over 40,000 hours of technical staff time. The team served in a maintenance and mentoring role aimed at transferring application and technical environment knowledge and understanding to the client technical staff. MSF&W's team was responsible for the design, development and implementation of the case management system for 5 bureaus, 13 separate units, and more than 250 users in offices located across the state.
